Not-Ordinarily Resident (NOR): FP-6; US$46,093(Starting Salary)
*Final grade/step for NORs will be determined by Washington.

The U.S. Mission in Hanoi, Vietnam is seeking eligible and qualified applicant for the position of Information Assistant in its Public Affairs Section (PAS).

BASIC FUNCTION OF POSITION
Incumbent of this position will provide overall support and backup to Post's Information Specialist. He/she will be responsible for monitoring and translating articles from Vietnamese media on U.S.-related issues and interests for distribution within the Mission and to other USG contacts. The incumbent will advise Public Affairs Officer (PAO) and Information Specialist on trends and issues of U.S. interest in Vietnamese and international media. He/she will assist with coordination of press events, help identify, organize media-related education, exchange programs, grant opportunities and perform other duties as assigned.
Applicants must address each required qualification listed below with specific information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
1. EDUCATION: College degree in social sciences, international relations, journalism, or English is required.
2. EXPERIENCE: Two years’ experience in communications/media-related work as journalist, researcher or writer required is required.
3. LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required
(this will be tested).
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
4. SKILLS AND ABILITIES: Must have ability to identify items in the press of interest to media reaction readers and to briefly and accurately present them in English. Must have strong drafting and translation skills. Ability to develop and maintain excellent contacts and working relationships with journalists, editors and government officials.
5. JOB KNOWLEDGE: Must have a thorough knowledge of Vietnam's economic, political and social policies, structures and institutions. Must be conversant with current world events and specifically with issues in U.S.-Vietnam relations that are of interest to USG interlocutors.

ADDITIONAL SELECTION CRITERIA:
1.Management may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.
2.Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
3.Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
4.The candidate must be able to obtain and hold the local security certification.
5.Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
