POSITION: American Center Director

WORK HOURS: Full-time, 40 hours/week

ANNUAL SALARY: Ordinarily Resident (OR):  FSN-9; US$16,418(Starting Salary)

 

The U.S. Mission in Hanoi, Vietnam is seeking eligible and qualified applicant for the position of American Center Director in its office for Public Affairs Section (PAS).

 

BASIC FUNCTION OF POSITION 

Under the general supervision of the Information Resource Officer (IRO) and with support from the Public Affairs Assistant (PAA), incumbent of this position will manage the overall operation of the American Center (AC) at U.S. Embassy Hanoi and supervise four staff members and Vietnamese interns.  He/she will plan, develop and manage program budget and AC resources.  The incumbent will improve understanding and raise awareness of U.S. Government policies outlined in the Integrated Country Strategy (ICS) by creating a variety of innovative outreach programs, and utilizing the full range of digital outreach tools including the Embassy website, web chats and social media. He/she will provide services to all Mission elements on information and research matters, and serve as the point-of-contact with all levels of the Vietnamese library community including high level contacts and the public. The incumbent also will coordinate closely with the American Center in Ho Chi Minh City to link up activities and advance Mission-wide goals.

 

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific information supporting each item.  Failure to do so may result in a determination that the applicant is not qualified.

1. EDUCATION: A master degree in library science, information science, communications, international affairs or American Studies is required.

2. EXPERIENCE: Four years’ experience of progressive responsibilities in research, presentations, project management and use of emerging technologies including social media and electronic resources with three years of supervisory experience is required. 

3. LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required (this will be tested). Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required. 

4. SKILLS AND ABILITIES: Must have strong oral and written communication, management, planning, organizational, presentation and networking skills.  Must have ability to train, supervise, and evaluate the performance of subordinates; to collaborate closely with Mission colleagues; to plan and organize programs and public outreach events inside and outside the American Center; to supervise or perform research on a great variety of reference subjects; to develop and maintain contacts among high level key audience members in Vietnam .  Must have ability to draft correspondence and reports in English and Vietnamese; to read and comprehend a large quantity of professional level English language materials.  Must have ability to access, use, create and maintain databases.  Ability to work effectively with American officers and the locally engaged staff; outstanding interpersonal skills, and good understanding of the local information science community and educational environment is required.

5. JOB KNOWLEDGE: Must have thorough knowledge of Vietnamese political, economic, social, cultural, information technology and educational structures and processes.  Must have broad knowledge of American political, economic, social, cultural, information technology and educational structures and processes. A thorough understanding of U.S. foreign policy goals toward Vietnam and strong interest in international affairs. Thorough knowledge of information technology and social media trends. Knowledgeable about PowerPoint, Facebook, YouTube, and photo/ video sharing and editing tools is required.
