Job Description (Roles and Responsibilities):

The job holder will lead on analysis and reporting of the political situation in Vietnam. Through identifying (together with the internal political officer in HCMC) political developments or trends relevant to UK interests in Vietnam, the job-holder’s work will support delivery of the full range of UK objectives. Manage the Embassy’s political engagement with key institutions including the Communist Party, Government and National Assembly and support the Ambassador’s engagement at both a national and provincial level. Lead on a small project portfolio that includes capacity building for National Assembly Deputies.

 

The jobholder is expected to: 

  • Produce timely and insightful analysis and reporting of the political situation in Vietnam, in particular the work of the Politburo and Central Committee of the Communist Party, the Government, and the National Assembly. The analysis should focus on emerging political trends furthering the UK network’s understanding of the political situation in Vietnam and supporting the delivery of the UK network’s overall objectives (30% of time).
  • Take the lead on all aspects of project work with the National Assembly, including capacity building for Young Deputies. This will require identifying areas where UK support can most effectively be deployed and working with external partners to develop projects that deliver value for money. Subject to FCO funding opportunities and the Embassy’s wider project portofilio, the role may also involve managing further projects, for example on anti-corruption or training for government and Party officials. (30% of time)
  • Manage the Embassy’s political engagement at both the national and provincial levels, coordinating with counterpart in Ho Chi Minh City. Working with teams across the UK network in Vietnam, develop and implement a political engagement plan that advances the UK’s relationship with key political institutions and decision makers in Vietnam. (30% of time)
  • Provide support to high-level political visits from the UK to Vietnam and vice versa by working with the Vietnamese authorities to agree visit programmes and providing interpretation during high-level meetings. There will also be the opportunity to get involved in wider Embassy corporate life through, for example, the local staff association or the learning and development committee. (10% of time)

 

Essential qualifications and experience

  • Sound networking skills and the ability to build strong working relationships with outside stakeholders, particularly within the government sector
  • Strong interpersonal and communication skills
  • Good IT skills, including MS Office and Excel

Desirable qualifications and experience 

  • Knowledge of the political system in Vietnam and an understanding of important emerging political trends
  • Project management experience although not essential would be desirable

Additional information 

In the last 12 months the current job holder has completed a job-shadow in Beijing, attended a conference on Vietnamese politics in Singapore, and joined the FCO’s International Policy Skills course in London.

The UK network in Vietnam also organises regular training courses in Vietnam with the FCO’s regional training centre in Hong Kong. The successful applicant will, for example, have the opportunity to develop their stakeholder management, communication and project management skills, as well as their personal impact.

Applicants should be aware that this role will require ad-hoc travel within Vietnam and occasionally to the UK.
