Position Title: Consular Officer
Location: Embassy of Canada in Hanoi, Vietnam
Classification: LE-07
Starting Salary: 445,156,978 VND per year plus benefits
Hours of Work: 37.5/week

 

Area of Selection:

This position is open to external applicants eligible to work in Vietnam and to all mission’s employees occupying an indeterminate or term position who meet all of the essential qualifications and whose applications are received by the closing date.

Job summary

Under the direction of the Consul, the incumbent implements consular policy and objectives and administers the Consular Assistance and Emergency Services Programs within the mission consular jurisdiction; administers the passport and citizenship programs; administers and controls the legal and notary services program; manages the consular cost recovery programs; develops and maintains productive relationships with host authorities and organizations and other diplomatic missions; and performs other duties.

Essential Qualifications

Education:

  • Bachelor’s degree from a recognized university in international relations, public administration, social sciences or social work OR an acceptable combination of education, training and work experience related to the duties and specific areas of competence required by the position

Languages:

  • Excellent proficiency in English, Vietnamese (reading, writing and speaking), and the ability to speak French is a strong asset.

Experience:

  • Minimum of three (3) years of recent experience (obtained in the last 5 years) in an office setting with work involving consular affairs OR the application of a regulatory framework, client service OR other closely related experience.

Rated Qualifications

Knowledge:

  • Knowledge of consular and passport services provided at a diplomatic mission
  • Knowledge of emergency management principles

Abilities:

  • Ability to communicate effectively, quickly and clearly both orally and in writing
  • Ability to remain calm and focused in stressful situations
  • Ability to rapidly analyze problems and provide effective solutions under pressure
  • Ability to organize work and manage multiple demands to meet deadlines and priorities in a high paced work environment
  • Ability to establish and maintain effective interpersonal relationships with clients, colleagues and supervisors
  • Ability to adapt quickly to procedural and technological changes
  • Ability to use the Microsoft Office suite, especially Word, Excel and PowerPoint

Asset qualifications

Preference may be given to candidates that demonstrate the following qualifications:

Education:

  • University degree in a related field from a recognized university

Experience:

  • Experience working in a diplomatic mission and/or international organization
  • Experience in the delivery of consular services to the public
  • Experience in delivering client services in a high-paced environment

Knowledge:

  • Knowledge of the local legal system, prisons and hospitals and how they operate

Conditions of Employment

  • Legally permitted to work in Vietnam
  • Willing and able to work overtime as required including evenings and weekends, often on short notice
  • Willing and able to travel domestically and internationally as required
  • The appointment of the successful candidate will be subject to Medical Clearance and Reliability (security) Status Check (RS) obtained by Management.
  • The appointment of the successful candidate will be subject to a one (1) year probationary period.

Candidates screened in will be contacted for further assessment, including: a personal interview with a series of questions designed to evaluate each applicant’s knowledge, abilities and personal suitability for the position. In addition, tests may be conducted to assist the selection board in assessing the applicant’s qualifications, skills and language ability. Reference verifications shall be conducted as a part of the hiring process.
