WORK HOURS: Full-time, 40 hours/week
ANNUAL SALARY: Ordinarily Resident (OR): FSN-10; US$19,808 (Starting Salary)

The U.S. Mission in Hanoi, Vietnam is seeking eligible and qualified applicant for the position of Development Assistance Specialist (Budget) in the U.S. Agency for International Development (USAID).

BASIC FUNCTION OF POSITION
Incumbent of this position will serve as a key member of the Mission’s Program Development Office (PDO) Budget Team and be a major contributor to the development and management of USAID/Vietnam's annual operating budget. The incumbent of position will assist in the coordination of USAID/Vietnam’s reporting and budget planning, submission of the Mission’s Operational Plan, as well as the Mission’s progress in achieving results in the annual Performance Report. He/she will support the Mission’s Senior Program Budget Specialist and is a recognized advisor on the full range of USAID/Vietnam program policies, procedures, practices, and documentation related to managing programs. The incumbent will work closely with all technical offices and activity managers to advise on relevant USAID policy and guidance regarding program budgeting, performance monitoring and reporting. He/she will serve as a liaison with USAID/Washington on budget matters.
QUALIFICATIONS REQUIRED
Applicants must address each required qualification listed below with specific information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
1. EDUCATION: A Bachelor’s degree or equivalent in resources management, finance, accounting, business administration, public administration, economics, social science or international development; or comparable field of study is required.
2. EXPERIENCE: At least three years of progressively responsible professional experience in the field of resources management, finance, accounting, business administration, public administration, economics, social science or international development; or comparable field of study is required. This includes experience in working for the US Government, other donor organizations, Government of Vietnam (GVN) organizations or private sector institutions involving project management, monitoring and budgeting.
3. LANGUAGE: Level 4 (Good working knowledge) Speaking/Reading/Writing English is required
(this will be tested).
Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.
4. SKILLS AND ABILITIES: Must be able to obtain, analyze, and evaluate complex material; prepare accurate, factual, and analytical reports; and provide objective advice on appropriate courses of action. Must have excellent written communication skills. Must be able to serve as an effective liaison with a wide array of individuals and institutions, maintaining contacts with high-level officials of the GVN, private sector, and donors. Must be able to work under pressure, produce results quickly, have the flexibility and ability to react to changing systems, and be able to predict issues of concern and recommend remedial measures. Must have strong communication, good interpersonal, and leadership skills. Computer word processing and spreadsheet skills are also required.
5. JOB KNOWLEDGE: Must have knowledge of the concepts, principles, and techniques of budget analysis. Must understand and appropriately apply Agency policy, regulations, procedures and documentation. Must understand the objectives, methodology and status of USAID/Vietnam’s programs and projects.
