ADRA organization recruit Consultant for Climate Resilient Agriculture and Renewable Energy for Sustainable Livelihood Improvement Project in Cao Bang

ADRA Vietnam is looking for a consultant to conduct BASELINE SURVEY AND RENEWABLE ENERGY MARKET RESEARCH for CARE II project in Bao Lac Districts, Cao Bang Province

 

I. Background of ADRA in Vietnam

The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization of the Seventh-day Adventist Church, demonstrating God's love and compassion. ADRA has a presence in over 134 countries world-wide.

In 1988, ADRA began operations, across Vietnam through ADRA Indochina. ADRA's office has been located in Hanoi since 1993 and has implemented more than 200 projects in over 50 provinces across Vietnam. Currently, ADRA is implementing projects across the provinces of Cao Bang, Hanoi, Thai Binh, Tay Ninh, Binh Phuoc and Vinh Long and its major areas of involvement are divided into following core portfolios:

  • Community and grassroots development and Good governance
  • Livelihoods improvement
  • Climate change adaptation and mitigation
  • Disaster risk reduction and Emergency response
  • Health education 
  • Vocational training

II. Overview of the project

Project name: Climate Resilient Agriculture and Renewable Energy for Sustainable Livelihood Improvement Project, Phase II (CARO)

Project period: 07.2017-06.2020

Fund: Financed by ADRA Austria and ADRA Germany Project location: Bao Lac, Cao Bang

Project overall objective: To improve gender equitable livelihoods of the poor ethnic minorities through economic empowerment and renewable energy application in Bao Lac district, Cao Bang Province, Vietnam..

Project specific Objectives:

  • To increase and diversify income for 500 households and immediate ethnic minority communities;
  • To reduce vulnerability of 10 communities and 500 households to climate change and natural disasters through renewable energy and energy efficiency and relevant disaster risk reduction and climate change adaptation.

Expected result of the project:

  • Community empowerment and awareness raising on climate change responses, smart agriculture and renewable energy;
  • Market research and development for local agro-product consumption, renewable energy technologies and prospective business partners
  • Community women and men empowerment in market-oriented production and economic development

The project is implemented in collaboration with Cao Bang Women Union and local authorities from project location.

 

III. Objectives of the works:

The baseline survey is necessarily conducted to collect and analyze data and information on current situation at this early stage of the project. The findings from survey/research will be used to measure the progress, achievement and impact of the project as well as to pave the way for project activity design during the implementation.

The specific purposes of the baseline survey/research include:

  • To help identify a clear baseline picture of the local people awareness on environment protection, climate change, disaster risk reduction and related issues such as Climate change impacts and response measures; Climate smart agriculture techniques and models; Application of the renewable energy, energy efficiency techniques; Natural resource management; Afforestation; Small market-oriented agro-production; Social safety nets schemes and financial services available in the district and how to approach these.
  • To help identify the impacts of climate change to livelihood of the local communities in the project location
  • To conduct the local agro-products market research and analysis with focus on the value chain
  • To help study the renewable energy market and its application in the project location and Cao Bang province
  • To review and recommend with baseline situation for each project indicator to facilitate monitoring and evaluation of the project objectives and outcomes;

Expected outcome:

  • Proposal paper with detailed methodology, field survey plan and data collection tools (questionnaires, interview guidelines, etc...); to be fine-tuned in collaboration with ADRA Vietnam
  • The final baseline report in English that should include findings and a table of appropriate indicators with baseline information on the topics of climate resilience, use of energy, food production and nutrition, recommended for monitoring and evaluation of project objectives and outcomes, and also stories from individuals (women and men) that may likely get involved, participated or benefited from the project.

 

IV. Methodology

The consultancy will employ (but not be limited to) the following methods: 

1. Desk research and review of existing life skills training curriculums

2. Field visit and interviews with commune, community leaders and members

3. Interviews with a sample of the target villagers and key partners/stakeholders

4. Other methods and techniques as suggested by the consultant

 

V. Time frame and venue

1. Time: September, 2017, the specific time will be discussed with the consultant directly during the planning process

2. Venue: Bao Lac, Cao Bang

Analyse data and draft field report.

Complete the 1st draft report and send to ADRA for feedbacks

Complete the Final Report in both English and Vietnamese with further inputs and feedback from project team.

Note: Logistics for the field trips and consultations will be facilitated by ADRA staff and Programs Director. Expenses associated with the provincial field trip will be covered by ADRA under its finance policy.

 

VI. Reporting and work relationships

1. Contracted consultant will report to Programs Director for this assignment.

2. Contracted consultant will work in close collaboration with ADRA project team during the preparation and conduction of the tasks.

VII. Consultant qualification

1. Nationality: Vietnamese

2. Master Degree in relevant areas such as CCA and DRR, renewable energy, energy efficiency, livelihood improvement is preferred

3. Experience of conducting the same baseline survey/research before in the areas of CCA and DRR, renewable energy, energy efficiency, livelihood improvement

4. Relevant fields, with a minimum of 10 years relevant experience

5. Experience in working with NGOs and CSOs is an advantage

6. Knowledge of working with people at grassroots level and private/business sector

7. High teamwork spirit and effective facilitation skills;

8. Life skills training experiences is an advantage

9. Excellent command of English and Vietnamese.
