Position Title: Pass It Back Technical Project Officer (PIB TPO)
Department: Programs
Location: ChildFund Vietnam – Hoa Binh office
Reports to: Provincial Manager
Employment status: Full-Time, Temporary 8-month contract (possibility to be extended depending on ChildFund needs and employee performance result)
ORGANISATIONAL CONTEXT
ChildFund Australia is an international development agency that works in partnership with children and their communities to create lasting and meaningful change by supporting long‐term community development and promoting children’s rights.
ChildFund Australia directly implements child‐focused development programs in Viet Nam, Papua New Guinea (PNG), Cambodia, Laos, and Myanmar, and works in conjunction with the ChildFund Alliance global partnership to deliver programs in countries throughout Asia, Africa and the Americas.
Programs are funded by sponsorship contributions, grants, donations and other revenue. ChildFund Australia has an extensive child sponsorship program with more than 55,000 children in 24 countries sponsored by Australians.
ChildFund Australia’s goals are to deliver quality development programs that are respectful, responsive and effective.
ChildFund Vietnam is the representative office of ChildFund Australia – an independent and non-religious international development organisation that works to reduce poverty for children in the developing world.
ChildFund began working in Vietnam in 1995 and operates community development programs in the areas of education, water and sanitation, sustainable livelihoods, food security, child rights an d child protection and maternal and child health, including HIV prevention.
ChildFund’s programs are being implemented across the northern provinces of Bac Kan, CaoBang and HoaBinh, where the majority of people are from ethnic minority groups, often themost vulnerable or marginalised sections of the population.
PROGRAM CONTEXT
Pass It Back is an innovative Sport for Development program using Get Into Rugby, a World Rugby program to grow the Game globally, to equip children and young people in Asia to overcome challenges, inspire positive social change and ‘pass it back’ to their communities. The program gets children and youth to Try, Play and Stay in the Game as part of the Impact Beyond Rugby World Cup 2019 strategy, which will increase awareness and sustainable growth of rugby in Asia. Pass It Back delivers an integrated rugby and life-skills curriculum in a safe environment that promotes the values of the Game and builds a new generation of leaders in disadvantaged communities across Asia.
JOB PURPOSE & REPORTING STRUCTURE
The PIB TPO reports to the Provincial Manager (PM) in Hoa Binh.
The PIB TPO works closely with the Pass It Back Regional Program Team, the Program Operations Manager (POM) in Hanoi, the Provincial Manager and other Project Coordinators and Project Officers in the Area Development Office (ADO).
The PIB TPO has overall responsibility for the quality of Pass It Back content delivery (both rugby and life- skills).
POSITION SUMMARY
The Pass It Back Technical Project Officer is responsible for the implementation and management of the Pass It Back Project in Hoa Binh Province, with a particular focus on:
- Supporting Pass It Back Coaches content delivery;
- Providing technical input to improve the learning experience for players;
- Taking a lead in data collection;
- Supporting on-going program learning around curriculum content and development;
- Taking a technical lead on safeguarding and broader community engagement including parents and local authorities.
By liaising with Project partners (ChildFund Australia, Women Win, and the Asia Rugby), the Project Officer (Technical) will work to support a deepening of program quality and an increase in program growth.
KEY AREAS OF RESPONSIBILITY
1. Partnership
- Engage in and contribute to on-going discussions around PIB project and partnership development; especially to start -up in new district and join government negotiation for MoUs;
- Attend remote and in-person PIB partnership meetings;
- Actively develop links with relevant departments of the Vietnamese Government;
- Develop cross-country and regional links to support project implementation;
- Establish and maintain a good and productive working relationship with project partners to ensure the smooth implementation and quality of project activities;
- Support/directly contribute in the process of enhancing the delegation and empowerment to the partner in project management and implementation in accordance with the organisation’s strategy.
2. Project Proposal Writing, Implementation, Management and Reporting
- Write and develop a new project for new period of 2017-2020;
- Liaise with relevant Pass It Back project partners to prepare for project implementation, including to instruct and ensure partners and contractors to strictly follow ChildFund’s working principles and methodology of project development and implementation in all stages of a project cycle;
- Together with key stakeholders analyse and select technical solutions/interventions during the project development and implementation;
- In co-operation with key stakeholders coordinate the project planning, implementation and monitoring of relevant project activities based on the project agreements and proposal;
- Monitor relevant project activities to ensure the timeline, efficiency and quality of the project, generating interest and support from communities to engage with the Pass It Back Project;
- Monitor project outputs and key performance indicators using agreed monitoring and evaluation tools (qualitative-focus);
- Provide timely advice to the PM, POM on actual or expected changes in project environment that impact on the relevance of plans, timeframes or expected achievements, including recommendations for amendments to project design (activities, timeframe, budget);
- Support the production of quarterly project output and narrative reports to ChildFund Australia;
- Provide a qualified end-project report of current Pass It Back project
- Prepare reports to the PM, POM as required following specified formats and agreed schedules.
3. Pass It Back Coach Support
- Lead the selection of youth coaches from communities (aged 16 – 25) ensuring a minimum of 50 per cent of girls and young women participate at all levels of the project;
- Support the logistical arrangements for all Pass It Back Coach training;
- Support the delivery of all Pass It Back Coach training;
- Support the standardisation of Pass It Back competitions;
- Provide regular leadership, coaching and planning support to Pass It Back Coaches both in a group and individually, including undertaking Pass It Back Coach Reviews after each Pass It Back round;
- Undertake at least 3 monitoring visits per round for each coaching pair;
- Deliver regular session-focused training to Pass It Back Coaches;
- Work with Coaches to advocate for Pass it Back activities with communities and players.
4. Measuring Change
- Lead the collection of quality qualitative data required by Pass It Back;
- Undertake additional qualitative monitoring and evaluation as agreed;
- Supporting data management, entry and analysis.
5. Financial Management and Reporting
- Officer and other relevant staff;
- Supervise and ensure that project budget is used effectively for relevant project activities.
6. Coordination
- Participate in ADO and program meetings;
- Work with the other ADO staff to coordinate work schedules, use of equipment (computers, motorcycles etc), and logistical supports;
- Provide necessary support to other ChildFund’s program where appropriate upon request and with support from the Pass It Back Director;
- Communicate on a regular basis with ChildFund staff to update on any potential issues so that staff can respond to it appropriately;
- Liaise with ChildFund local staff, ChildFund Australia staff and project partners.
7. Organisational and Team Development
- Lead the development of an effective Pass It Back team in Vietnam;
- Participate in the development and implementation of program team’s and ChildFund’s strategic plan in collaboration with other ADO staff under the leadership of the Hanoi management team;
- In collaboration with line manager, contribute to the development of ChildFund’s policies, strategies and documentation and project management in Vietnam, including the development of annual and longer-term strategic plans;
- Actively contribute to the development and promotion of ChildFund values, culture and learning approach.
8. Capacity Building and Technical Support
- Jointly develop and support a Capacity Development Plan for ChildFund Vietnam around increasing Sport for Development and leadership development capacity;
- Organise training, where appropriate, with communities, local staff and other relevant groups;
- Contribute to the regular technical and methodological backstopping of projects through visits and contacts etc., with local staff and implementing partners.
9. Relationship Building and Representation
- Participate in external workshops and other meetings relevant to Pass It Back program under the direction of the PM and POM;
- Establish appropriate information-sharing relationships with staff in similar positions within government departments or other agencies within the province.
10. Interpretation and Translation
- Act as an interpreter for the Pass It Back Regional Program Team and international guests;
- Provide accurate and prompt two-way translation of project documents and correspondence; Provide general language support to the Pass It Back program.

Qualification & Experiences
- University qualification in relevant field;
- Master degree in social/development field is preferable;
- At least 2 years working experience in project management with an INGO;
- Experience of working with children and young people, particularly in a mentoring capacity;
- Experience and interest in facilitating groups of children/ young community members;
- Previous experience managing projects, preferably within the NGO and child/youth participation sector;
- Active interest in sports and creative media use.
WORKING CONDITIONS & OTHER ESSENTIAL REQUIREMENTS
- This position is located in Hoa Binh, is a full-time position with occasional travel to ChildFund’s program areas in Vietnam and internationally;
- Adherence to written confidentiality policy/agreement is required;
- The successful candidate will be offered a 8-month contract. Salary will be set according to experience and qualifications, in accordance with ChildFund’s salary scale;
- Appointment to this position is dependent upon successful completion of a Police Check and signing of ChildFund’s Child Protection policy and procedure Code of conduct;
- In this position you will be required to conduct a follow-up Police Check every 2 years or at any other time when required to do so by ChildFund;
- Commitment and adherence to ChildFund policies and procedures is required;
