JOB DESCRIPTION

FHI 360 is an international, non-governmental organization that works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services, to promote the health and wellbeing of the Vietnamese people, particularly vulnerable and marginalized populations. FHI 360 is currently implementing programs with government and private sector partners that address HIV prevention, care & treatment, drug treatment policy and practice, clinical research for the development of vaccines and drugs, maternal and child health and nutrition, diagnostics, and laboratory services.

We are currently seeking a qualified and highly motivated Vietnamese candidate to fill a role as a Technical Officer, Health Informatics based in Hanoi.

Main responsibilities:

• Perform installation and maintenance of database servers at Provincial AIDS Centers (PACs)
• Research and build an ORACLE database to collect data from HIV/AIDS treatment facilities, and clean the database post-installation
• Collaborate with partner companies to develop tools for sending and receiving data directly from treatment facilities to the database server
• Work with an IT strategic partner company to support development of a national data information system for HIV care and treatment services
• Develop synchronization functions between database servers and treatment facilities, send feedback from PACs to treatment facilities on the quality of entered data
• Develop tools and reports for the PACs for HIV/AIDS data management, antiretroviral drug management, and social health insurance reimbursements for treatment facilities based on data collected and sent to PAC servers

Desired qualifications:

• Engineer or bachelor in IT or other relevant areas (master’s degree preferred)
• At least 2 years’ experience developing health IT systems (government institutional experience preferred)
• Fluent in developing software e.g. C#.net, ASP.net, and Java
• Fluent in databases e.g. ORACLE 11g, PostgreSQL, MS SQL Server, SQL lite
• Basic ability to use common statistical software programs, such as SPSS, Epi
• Fluent in Microsoft Office applications including Word, Excel, and PowerPoint
• English language ability a must for communication, speaking, and writing
• Ability to travel to provinces
