1. Detailed Description of Tasks
As Vietnam achieves strong socioeconomic progress, funding from international resources for the HIV response in Vietnam is rapidly declining and will soon phase out. The Vietnam Government has recognized and emphasized Social Health Insurance (SHI) as crucialto sustaining HIV/AIDS services. The Ministry of Health recently issued Circular No. 15/2015/TT-BYT (dated June 26, 2015) to guideSHI reimbursement for examination and treatment for HIV related services. To provide SHI-eligible HIV services, health facilities mustconsolidate in line with Ministry of Health requirements.
eHIS was an information system developed by Song An company to support the management and social health reimbursement in Tuan Giao hospital, Dien Bien. In 2016, with the support from USAID SHIFT, the software was upgraded into eHIS-HIV which support health staff in: comprehensive case management; efficient SHI reimbursement; and timely and accurate program reporting for C03, PEPFAR MER, and HIVQUAL.
With the expansion of eHIS-HIV, we are looking for 02 consultants to support SI team in training for thePAC, OPCs and review eHIS-HIV performance at09 OPCs that using this software. The consultants should focus on the following tasks:
eHIS-HIV review
- Participate in the eHIS-HIV software training
- Assist in eHIS-HIV training for the PAC and 09 OPCs
- eHIS-HIV debug
- Report on the software operation and data quality
Besides, consultants are expected to support SI unit with the following tasks:
HTC data quality control
- Support to collect monthly/quarterly data and report from sites
- Perform quality checks on the monthly/quarterly database and report reported from sites
- Support the use of HTC e-log at sites per request
- Other task related to monitoring HTC program
C&T data quality control
- Support to collect monthly/quarterly data and report from sites
- Perform quality checks on the monthly/quarterly database and report reported from sites
- Revise reporting form
Deliverables/Milestones & Due Dates: by Sep 30th, 2017, to bespecified in the consultancy.
Total working days: estimated 66 days
2. Requirements
- Bachelor’s degree in public health or last year students in public health schools
- Willingness to learn,self-motivated and reliable and should be able to work well both independently and as a part of a team
- Good computer skills and familiar with Microsoft office (excel, word, ppt ..)
- Good English skills may be an advantage
- Ability to travelling
