JOBS DESCRIPTION
1. Detailed Description of Tasks to be Performed:
As Vietnam achieves strong socioeconomic progress, funding from international resources for the HIV response in Vietnam is rapidly declining and will soon phase out. The Vietnam Government has recognized and emphasized Social Health Insurance (SHI) as crucial to sustaining HIV/AIDS services. The Ministry of Health recently issued Circular No. 15/2015/TT-BYT (dated June 26, 2015) to guide SHI reimbursement for examination and treatment for HIV related services. To provide SHI-eligible HIV services, health facilities must consolidate in line with Ministry of Health requirements.
Under USAID SHIFT managed by FHI 360, Song An and DH companies modified electronic hospital information system (eHIS) software to integrate an HIV services component for use in hospitals and outpatient clinics in Dien Bien and Can Tho, respectively. The eHIS-HIV software supports information processing for comprehensive HIV case management, social health insurance (SHI) reimbursements; and timely and accurate program reporting for C03, PEPFAR MER, and HIVQUAL reports.
FHI 360 seeks the services of a consultant to support its health informatics (HI) team in debugging data in the data pooling servers in Dien Bien and Can Tho, and to review eHIS-HIV performance in 15 outpatient clinics (OPCs) that are using the software. The consultant shall undertake the following tasks.
eHIS-HIV site-level review:
Participate in site-level data reviewsof eHIS-HIV software performance in Dien Bien and Can Tho
Debug eHIS-HIV errors
Develop data pooling server for eHIS-HIV:
Work with FHI 360 HI team to develop debug tools for the data pooling server for eHIS-HIV software
Assist in developing and conducting a training course for Dien Bien and Can Tho Provincial AIDS Centers (PACs) and 15 OPCs on how to use eHIS-HIV software in conjunction with the data pooling server
Participate in the design, development,and debugging of a standalone HIVdatabase version that will work with the data server
Reporting:
Develop work completion reports
Deliverables/Milestones & Due Dates: To be specified in the consulting agreement.
Total estimated working days: 120 days
2. Requirements
Bachelor’s degree in public health or IT-related field
Willingness to learn, self-motivated and reliable and should be able to work well both independently and as a part of a team
Excellent computer skills and facility with Microsoft Office software package
Excellent skills with databases such as ORACLE 11g and PostgreSQL
Good English skills are an advantage
Ability to travel
