The project "Flood protection and drainage of medium-sized coastal cities in Vietnam to adapt to climate change” aims at the improvement of capacities of public institutions and the urban population to better cope with the increasing frequency and intensity of urban flooding. GIZ is there to support the Ministry of Construction (MoC) with policy recommendations as well as to assist the 8 provincial governments on topics such as sustainable urban drainage, adaption to climate change, Disaster Risk Management (DRM) and Local Early Warning Systems (LEWS).
The project requires a qualified local professional for the position of:
Senior Project Officer (Flood Proofing) Part-time: 50%
Duty Station: Can Tho
Duration: ASAP until 31st December 2019 with possible extension
Main responsibilities:
- Participate in the GIZ policy team to identify gaps/inconsistencies and overlaps in the national legal and policy framework related to urban drainage and urban planning, flood management and early warning systems.
- Regular communication and advocacy with Ca Mau, Kien Giang and An Giang provinces regarding the implementation of component 2 and component 3 of the programme.
- Support the PPC and departments implement activities presented in the Implementation Plan for the programme, which was approved by the PPC in 2017.
- Facilitate dialogue and consensus building with provincial stakeholders on key activities and events
- Inform the team leader when problems emerge that will affect programme implementation and identify solutions.
- Support the development of policy advice and recommendations to national level stakeholders based on lessons learnt in the provinces.
- Help conduct workshops and meetings in the provinces to finalise the regulatory framework for flood management, urban drainage plans and local early warning systems.
- Carry out activities to ensure provinces establish practical provincial orientation plans for flood management and urban drainage.
- Help ensure the provincial orientation plans and annual costs of wastewater and drainage O&M are integrated into annual government planning and budgeting
- Organise and facilitate research activities such as regional coordination and provincial cooperation.
- Develop strategies for the institutionalisation of key results from the programme into government systems and procedures
- Weekly reporting to the team leader on the status of implementation of each programme activity in the provinces
Minimum requirements
- Master degree in Urban Planning or related field
- At least 5-7 years of professional working experience in a similar position. Working experiences with working with the ministries and international organizations are an asset.
- Overall expertise in the urban planning context (specific expertise in the field of hydro management/flood management is a plus)
- Willingness to travel within various provincial offices in the Mekong Delta
- Strong willingness and ability to work in a team, strong communication skills
- Ability to build and manage relations on a daily basis
- Expertise and working experience in diverse economic and environmental topics, especially related to climate change
- Knowledge of planning, budgeting and M&E processes in the public sector is an advantage.
- High level written and oral communication and report writing skills in both English and Vietnamese.
- German is an advantage.
- Demonstrated ability to work and produce - sometimes under high pressure - high level and quality outputs with limited supervision and management.
- Demonstrated team work ability, dynamic and self-motivated character.
- Excellent command of MS-Office.
- Excellent communication and organisational skills.
- Ability to meet deadlines, work under time pressure, occasionally obliging to irregular and long working hours.
- Excellent sense of initiative and ability to work independently.
