GIZ organization recruit Senior Project Officer in Hanoi

VACANCY ANNOUNCEMENT

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ currently provides advisory services to the  Government  of  Viet  Nam  in  three  priority  areas:  Vocational  training,  Environmental  policy  and sustainable use of natural resources, and Energy. The project "Flood protection and drainage of medium-sized coastal cities in Vietnam to adapt to climate change” aims at the improvement of capacities of public institutions and the urban population to better cope with  the  increasing frequency and intensity of  urban flooding. GIZ is  there to support the Ministry of Construction (MoC) with policy recommendations as well as to assist the 8 provincial governments on topics such as sustainable urban drainage, adaption to climate change, Disaster Risk Management (DRM) and Local Early Warning Systems (LEWS).

The project requires a qualified local professional for the position of:

Senior Project Officer (Flood Proofing) Part-time: 50%

Duty Station: Ha Noi, Viet Nam

Duration: ASAP until 31st December 2019 with possible extension

 

Main responsibilities: Component 01:

  • Participate in the GIZ policy team to identify gaps/inconsistencies and overlaps in the national legal
  • and policy framework related to urban drainage and urban planning
  • With the GIZ policy team, review and supplement the Regulation on Vietnamese Standards TCVN
  • 7957
  • With the GIZ policy team, review and supplement the Building Code QCVN 01/2008
  • With the GIZ policy team, review and supplement the Law on Urban Planning
  • With the GIZ policy team, support MoC to establish a Decision on Sustainable Urban Drainage
  • Systems in Urban Planning (SUDS)
  • With the GIZ policy team, establish guidelines for SUDS in provincial planning and a handbook on
  • SUDS for urban planners and engineers

 

Component 02:

  • Coordinate with the selected Consulting Company and provincial partners in Ca Mau, An Giang and Kien Giang on all steps of developing urban drainage plans: establishment of duties and responsibilities for the  Consulting Company and  other stakeholders during the urban drainage planning process, scope and task planning, proposal, submission, appraisal, approval, and public announcement.
  • Provide  advice  to  the  established  provincial  Working  Groups  on  the  contents,  procedures, methodology of developing urban drainage plans in line with Vietnamese regulations
  • Provide information and advice on pilot activities on SUDS and integrating SUDS into the urban drainage plans;
  • Provide inputs in all reports and studies conducted as part of the Programme in the aspects of urban/drainage planning
  • Provide capacity building for provincial partners of the Programme;
  • Contribute to knowledge management and workshops

 

Minimum requirements

  • Master degree in Urban Planning or related field
  • At least 5-7 years of professional working experience in a similar position. Working experiences with working with the ministries and international organizations are an asset.
  • Overall  expertise  in  the  urban  planning  context  (specific  expertise  in  the  field  of  hydro management/flood management is a plus)
  • Willingness to travel within various provincial offices in the Mekong Delta
  • Strong willingness and ability to work in a team, strong communication skills
  • Ability to build and manage relations on a daily basis
  • Expertise and working experience in diverse economic and environmental topics, especially related to climate change
  • Knowledge of planning, budgeting and M&E processes in the public sector is an advantage.
  • High level written and oral communication and report writing skills in both English and Vietnamese.
  • German is an advantage.
  • Demonstrated ability to work and produce - sometimes under high pressure - high level and quality outputs with limited supervision and management.
  • Demonstrated team work ability, dynamic and self-motivated character.
  • Excellent command of MS-Office.
  • Excellent communication and organisational skills.
  • Ability to meet deadlines, work under time pressure, occasionally obliging to irregular and long working hours.
  • Excellent sense of initiative and ability to work independently.

 

Schedule and Compensation

Salary grades are commensurate with experience and education. Benefits include private health insurance for staff and dependant(s), a 13thmonth salary and 20 annual-leave days.
