IC-VVAF Organization recruit Project Officer

JOB DESCRIPTION

1. BACKGROUND

Under the financial support of United States Agency for International Development (USAID), The International Center(IC, formerly known as VVAF) has been implementing the Disability Project “Moving without Limits” in three provinces of ThuaThien Hue, Quang Nam and BinhDinh from July 2015 till September 2020. They are three out of the seven focus provinces in USAID’s disability program, and are among provinces in the central region of Vietnam that were severely influenced by the bomb attacks and herbicide spray campaigns during the war, as well as more current natural disasters, such as storms and floods. The emerging health problems in Vietnam, recently caused by accident, trauma, and stroke have also been seen in these provinces. Although no official research was conducted to confirm cases caused by Agent Orange/Dioxin, reports by the provincial Associations of Victims of Agent Orange/Dioxin estimate approximately 15,000 persons in ThuaThien Hue, 35,000 persons in Quang Nam, and 12,803 persons in BinhDinh have been exposed to Agent Orange/Dioxin. Therefore, this project is designed to improve the accessibility of the people with mobility impairments in ThuaThien Hue, Quang Nam and BinhDinh Province to quality and appropriate assistive devices.

Three specific objectives of the project include: (i) Improved availability of quality assistive devices/technologies for people with mobility impairments in ThuaThien Hue, Quang Nam and Binh Dinh provinces; (ii) Improved capacity of selected province based service providers, people with disabilities, and caregivers on assistive devices/technologies related issues; and (iii) Increased community access to information on assistive devices/technologies.

The following Terms of Reference describe the responsibilities of the Project Officer

2. DUTY STATION AND DURATION OF ASSIGNMENT 

  • Duty Station: Hanoi and three project provinces of ThuaThien-Hue, Quang Nam and BinhDinh.
  • Duration of Assignment: Full-time job from October 2016 to September 2017 with the possibility to extension

3. RESPONSIBILITIES OF PROJECT OFFICES

3.1. Main responsibilities

To support the Project Director in project implementation and coordinate all the project’s activities within the team

3.2. Scope of work

  • Carry out and oversee project implementation in consultation with Project Director, Project Officers and support staff.
  • Liaise and maintain communication with donors and NGO communities
  • Report to Project Director about the project’s progress or assigned task.
  • Develop project documents and project reports
  • Conduct field visits to monitor, supervise and evaluate activities in project provinces
  • Support Project Officer/M&E Officer in implementing and monitoring project activities.
  • Maintain effective communication with local partners to ensure smooth operation of the program
  • Provide support for establishing, strengthening and cultivating an effective link between organization, its partners and Vietnamese authorities
  • In collaboration with local partners, organizations and agencies, collect relevant information and make recommendation to PD on needs of people with disability and future support to them if possible
  • Record and report to PD any relevant cases encountered in the filed which needs immediate intervention from program
  • Other ad-hoc duties as required

3.3 Qualification

  • Academic background: University degree in public health, social development or social science. Master Degree is preferred.
  • At least three years working experience in supporting vulnerable group related work preferably with disability impaired, NGO experience is a plus.
  • Experience in project planning and coordination.
  • Strong interpersonal, communication (both written and verbal) and organizational skills
  • Proficient oral and written English
  • Ability to work a flexible work schedule
  • Willing to cooperate with other consultants and technical assistance, ability to transfer knowledge and skills
  • Experience working in private setting with third-party partners (DOH, DOLISA, and Rehabilitation Center) preferred.
  • Good understanding of the rehabilitation system and procedures in Vietnam
  • Good computer skills and experience
