1. Introduction: general information about the context in which the official will work / background on the project:
To achieve the goal of decent work for all in Vietnam, the ILO Country Office for Vietnam supports the Vietnam Decent Work Country Programme (DWCP) with three priority areas: Labour Market Governance; Social Protection; and Employment and Sustainable Enterprise Development. In the implementation of the DWCP, the ILO Office works in close partnership with the Government of Vietnam, in particular the Ministry of Labour, Invalids and Social Affairs (MOLISA) and its social partners, the representative employers' and workers' organizations of Vietnam. The Vietnam DWCP is an integral part of the One UN Plan.
The ILO Country Office for Vietnam is implementing a programme entitled Developing and Implementing a New Industrial Relations Framework in respect of the ILO Declaration on Fundamental Principles and Rights at Work (“NIRF/FPRW Programme”). The aim of the programme is to assist Vietnam to reform and improve the legal and institutional framework relating to industrial relations consistent with the 1998 ILO Declaration on Fundamental Principles and Rights at Work. This programme has been established to provide technical support for the implementation of labour commitments in the context of Viet Nam’s participation in new generation of free trade agreements that support greater social and economic integration.
The programme has multiple projects with support from several donors including the United States, Japan, European Union (EU) and Canada. The National Project Coordinator (M&E) will provide direct support for projects under the NIRF/FPRW programme funded by:
a. the US Department of Labour and Japan to provide technical support to improve the industrial relations framework; and
b. the European Union with respect to actions to promote Corporate Social Responsibility (CSR).
c. the European Union (EU) to support the ratification of ILO Conventions 87, 98 and 105 and support improving the legislative framework to better apply ILO Conventions relating to forced labour and the elimination of discrimination in employment and occupation.
The programme will use a comprehensive M&E framework to enable the project’s progression as a whole to be monitored and enable a robust framework to managing for results based outcomes under the ILO’s Programme and Budget (2016 – 2017) and in accordance with the objectives of the projects. In accordance with ILO rules for Technical Cooperation projects of this size, the project will have an independent midterm and final evaluation.
The National Project Coordinator (M&E) will report to the Chief Technical Advisor (CTA) of the NIRF/FPRW Programme and will work in close collaboration with the NIRF/FPRW team and other staff members in the Country Office. The incumbent will also be required to maintain a close working relationship with the ILO Regional Office for Asia and the Pacific and the Inclusive Labour Market, Labour Relations and Working Conditions Branch (INWORK) in ILO Headquarters.
The National Project Coordinator (M&E) will be responsible for coordinating the M&E strategy for the Japan, United States and EU funded projects, with technical support from the ILO Regional Office for Asia and the Pacific, and ILO Labour Market, Labour Relations and Working Conditions Branch (INWORK) in ILO Headquarters.
2. Duties and responsibilities:
1. With technical support from specialist ILO units, implement the monitoring and evaluation framework for the projects identified above (that fully mainstreams gender) in accordance with donor and ILO requirements.
2. Evaluate the suitability of data. Check data validity and make adjustments accordingly to M&E approaches and tools and the M&E framework as required.
3. Maintain and administer the programme monitoring systems and routinely analyse data, assess lessons learned, identify follow up actions and prepare reports and recommendations for the CTA and other stakeholders for the purpose of improving project performance.
4. Under the direction of the CTA, undertake missions to project sites to monitor activities and progress towards achievement of Project outputs and identify areas where project performance can be improved.
5. Monitor the development and use of knowledge products, tools and resources generated by the project and identify follow up actions and prepare reports and recommendations for the CTA and other stakeholders for the purpose of improving project performance.
6. Under the direction of the CTA, design baseline research in collaboration with labour researchers and provide support for the completion for research projects, and support the validation and dissemination of results to stakeholders.
7. Provide support to the CTA in preparing the M&E elements of reports required under donor agreements on project progress as a whole, and provide support for wider reporting obligations.
8. Provide support for the design monitoring and evaluation tools for use by project partners to monitor and evaluation their implementation activities and provide support for capacity building training and support for project partners on monitoring and evaluation.
9. Provide administrative support to external collaborator/s for independent mid-term and final evaluations of the programme, including sharing project documentation, arranging surveys, focus groups, interviews, meetings and workshops as required.
10. Perform other tasks as requested by the CTA and the Director of the Country Office from time to time.
Education –
Qualification requirements: University degree in social science, development studies, economics, public policy, statistics, demographics, or related field.
Experience: Minimum of two years’ experience working in the monitoring and evaluation field. Experience working in international development is an advantage.
Languages: Excellent command of English and Vietnamese languages
Competencies: Ability to articulate M&E concepts and methodologies. Ability to use analytical tools and qualitative and quantitative techniques. Ability to conceptualise, plan, coordinate and conduct straight- forward research work. Ability to interpret and analyse data and apply critical thinking. Excellent organisational skills. Ability to communicate effectively both orally and in writing. Good computer skills including use of standard office applications. Ability to work on own initiative as well as a member of a team. Demonstrates sound judgement and able to identify risks. Ability to deal with people with tact and diplomacy. Excellent time management skills.
