1. Introduction: general information about the context in which the official will work / background on the project:

        To achieve the goal of decent work for all in Vietnam, the ILO Country Office for Vietnam supports the Vietnam Decent Work Country Programme (DWCP) with three priority areas: Labour Market Governance; Social Protection; and Employment and Sustainable Enterprise Development. In the   implementation   of the DWCP, the ILO Office works in close partnership with the Government of Vietnam, in particular the Ministry of Labour, Invalids and Social Affairs (MOLISA) and its social partners, the representative employers' and workers' organizations of Vietnam. The Vietnam DWCP is an integral part of the One UN Plan.

        The ILO Country Office for Vietnam is implementing a programme entitled Developing and Implementing a New Industrial Relations Framework in respect of the ILO Declaration on Fundamental Principles and Rights at Work (“NIRF/FPRW Programme”). The aim of the programme is to assist Vietnam to reform and improve the legal and institutional  framework  relating  to industrial  relations  consistent  with the 1998  ILO Declaration  on Fundamental Principles and Rights at Work. This programme has been established to provide technical support for the implementation of labour commitments in the context of Viet Nam’s participation in new generation of free trade agreements that support greater social and economic integration.

        The programme has multiple projects with support from several donors including the United States, Japan, European Union (EU) and Canada. This position will provide direct support for projects under the NIRF/FPRW programme funded by Japan to provide technical support to improve the industrial relations framework as well as projects funded by the EU relating to Fundamental ILO Conventions and Corporate Social Responsibility.

        The Programme Assistant will report to the Chief Technical Advisor (CTA) of the NIRF/FPRW Programme and will work in close collaboration with the NIRF/FPRW team and other staff members in the Country Office. The incumbent will also be required to maintain a close working relationship with the ILO Regional Office for Asia and ILO Headquarters.

 

2.    Duties and responsibilities:

1. Collect information from records and reports, compile data and prepare reports on programme and project activities.

2. Organise data and information, and prepare and maintain records, documents and other systems to support the National Project Coordinator (M&E) to monitor and evaluate project and programme implementation.

3. Contribute to the preparation of project reports, project documents and submissions to project stakeholders.

4. Contribute to project design documents, prioritisation of activities and workplans.

5. Assist with information gathering to support the preparation of project reports for donors in accordance with

ILO rules and donor requirements.

6. Support the CTA and project staff to prepare presentations, descriptive papers and other documentation on specialised topics under the project.

7. Participate in missions to provide support to project staff to deliver project outputs.

8. Develop terms of reference for project external collaboration contracts and service contracts under the guidance of National Project Officers, Labour Standards Specialist and CTA.

9. Provide  support  for  incoming  and  outgoing  missions,  and  provide  briefing  materials  and  support  to specialists and project staff undertake project activities.

10. Review project documentation for clarity and consistency as required.

11. Undertake translation and interpretation for project staff from time-to-time in workshops and meetings.

12. Perform other tasks as requested by the CTA and the Director of the Country Office from time to time.

 

Qualification requirements -

Education: Completion of secondary school education, supplemented by technical level courses in a field related to programme support.

Experience: Six years of progressively responsible clerical or administrative work (of which at least one year in project or programme support activities). Previous experience working in a development context would be an advantage.

Languages: Excellent command of oral and written English and Vietnamese languages.

Competencies: A good understanding of the content of the programme and spheres of influence and action. Ability identify appropriate information sources and networks. Ability to conduct straight- forward research work. Ability to interpret information. Excellent organisational skills. Attention to detail. Ability to communicate effectively both orally and in writing. Good computer skills including use of standard office applications. Ability to work on own initiative as well as a member of a team. Excellent time management skills.
