PROJECT MANAGER/GENDER SPECIALIST

The post is a fulltime, fixed-term, 1-year contract with possible extension,based in Hanoi with frequent domestic travel in Vietnam.

Team Purpose:

To work directly with Oxfam’s beneficiaries and broad range of partners, including development actors, governments, private sector, research institution and media to overcome poverty and suffering; and advocate and campaign for policy, attitude and practice change to help achieve Oxfam’s strategic change objectives. The specific team purpose is “Poor and marginalised women, particularly women of different social and ethnic groups, gain more power over their lives and are able to contribute actively and take leadership roles in decision making, and thereby bring about gender justice”.

Job Purpose:

  • Contribute to the fulfilment of Vietnam Change Goal 2 (VCG2) – Achieving Women Rights of Oxfam in Vietnam, building synergy and linkages with other projects and programmes of Oxfam in Vietnam, in the region and globally;
  • Manage projects under Gender Justice program, ensure effective delivery through provision of high quality overall management of project cycle from designing, planning, implementation, monitoring & evaluation, to documentation of project results and learning;
  • Act as gender specialist to influence and advise internal and external stakeholders in gender justice and women rights related issues.

Report to: Gender Justice Programme Manager

Gross Annual Salary Range: VND 478,755,174 – VND 718,132,761

 

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

  • Be member of VCG2 team to take responsibility for the implementation of the gender justice goal as stipulated in Oxfam Country Strategy;
  • Lead the development and implementation of projects to promote women empowerment and leadership in Vietnam. Particular focus is promoting women economic empowerment and the application of Gender Action Learning System approach in Vietnam;
  • Provide hands on gender mainstreaming guidance to other programmes;
  • Actively engage in discussions with partners and other stakeholders on fostering external funding and develop programs/projects with partners and others for fundraising;
  • Initiate and facilitate activities concerning knowledge & information management with colleagues and local partners to strengthen the effectiveness and implementation of programmes and lessons learned;
  • Facilitate the networking between partners and relevant external actors like knowledge & research institutes, and initiate and facilitate reports and any publications in the area of work;
  • Develop and maintain good relationships with partners and authorities at national and local level to ensure smooth operation of the projects in charge;
  • Work closely with partners in implementing the projects according to plans and commitments with the donors;
  • Ensure project finance management in accordance with Oxfam policies and procedures as well as donors’ requirements in cooperation with finance and funding specialists;
  • Ensure project reporting to meet Oxfam and donors requirements;
  • Act as Oxfam’s representative at local and national level with local authorities, partners etc. as required;
  • Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed.

TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE

Essential

  • Have a relevant education at academic level, preferably in a development-related field and/or gender issues;
  • Can demonstrate a minimum of 5 – 7 years in a similar position, and have a strong understanding of international development issues; familiarity with the rights based approach and a commitment to a gender sensitive approach;
  • Proven experience in using participatory methods such as Participatory Learning and action (or PRA participatory rural appraisal) methods;
  • Proven experience of programme development and management; successful fundraising and influencing experience;
  • Have conceptual, analytical and strategic thinking with ability to analyse development context and driving factors, in particular in relation to policy and practice in gender work;
  • Experience in capacity building, partnership management;
  • Are knowledgeable about key gender issues in Vietnam and mainstreaming gender in programming;
  • Have good communication skills and fluent command of Vietnamese and English both in writing and speaking;
  • Are willing and able to travel to remote areas of Vietnam, and potentially within the  Asia region.

Desirable

  • Have organisational and administrative experience and qualities;
  • Have direct experience working with non-governmental organisations;
  • Have outstanding social and intercultural skills;
  • Understanding of LGBTI, their rights and issues.
