(International Technical Advisor, SNV Vietnam)

(Based in Hanoi or Ho Chi Minh with frequent travels to Ha Tinh, NgheAn provinces)

(Consultancy contract)

SNV is implementing the project ‘Advancing Understanding of Forest Carbon Stock Enhancement at Landscape level as part of REDD+”, (ENRICH II) 2015-2018. The Project aim is to enhance the understanding and knowledge of enabling that stimulates Forest Carbon Stock Enhancement actions through Forest Landscape restoration activities. This Project has four main components: (1) to introduce demonstration pilot activities leading to the enhancement of forest carbon stocks in representative forest ecosystems; (2) to provide recommendations on an appropriate incentive structure for forest carbon stock enhancement; (3) to support the inclusion of forest carbon stock enhancement as part of National REDD+ Program; and (4) to produce forest landscape restoration (FLR) plans in the Provinces of Ha Tinh and Nghe An.

 

The project works in close partnership with the Departments of Agriculture and Rural Development in the North Central Provinces of Ha Tinh and NgheAn in Vietnam.

 

We are looking for a dynamic and highly motivated candidate to fill in the position of Technical Advisor for the project. The International Technical Advisor will be responsible to carry out duties to implementall technical outputs relate to the project overall scope mentioned above.

Key Responsibilities:

The Technical Advisor will work close with SNV REDD+ team and under supervisor of the ENRICH Project Manager. The specific responsibilities of the TA shall be, but not necessarily limited to following:

  • Review, collate and synthesize relevant supporting national and international reports on Forest Landscape restoration for ENRICHer in order to justify the proposed project interventions and leverage financing for the proposed activities (this may include a gap analysis, pre-feasibility assessment of demonstration measures, etc.)
  • Collating information (including farm economic models, and lessons learnt from implementation of similar activities in project target areas in Ha Tinh and NgheAn where applicable, neighbouring provinces) on various forest, land management and sustainable livelihoods activities that would promote landscape objectives. Assess local rural livelihoods opportunities based on agro-economic and agricultural market conditions within target areas including extensive contacts with private sector organizations
  • Provide specific and detailed recommendations on the most effective and reliable forest, land management and livelihoods options to be adopted under the project interventions
  • Work with ENRICH project team on organisation a regional workshop on forest carbon stock enhancement under REDD+ context
  • Provide input in preparation annual project progress reports to donor
  • Develop a Monitoring and Evaluation System for Forest Landscape restoration
  • Provide technical support to SNV Expert Group on Deforestation Free Supply Chains and Support Business Development

Candidate Profile

  • Proven knowledge of REDD+, agriculture, climate change, low emissions development
  • Knowledge of subnational land-use and forestry planning processes, economic incentive models for land and forest use or safeguards desirable
  • Have strong analytical and writing skills, with a proven record of producing high-quality written outputs, and presenting them in public setting
  • Have excellent communications skills with ability to express ideas clearly, logically and effectively, both orally and in writing
  • Demonstrated skills in participatory methodologies on information gathering, analysis and presentation
  • Experience with forestry issues and institutions in Vietnam particular the ENRICH activities in Ha Tinh and Nghe An as an asset

Contract Duration:

We offer an associate consultancy contract with total working day is around 170 days duration from 2017 until 30th April 2018 with a possibility to extend annually upon availability of funding.

Reporting: Project Manager

Desired start date:  as soon as possible.
