Context
VVOB, The Flemish Association for Development Cooperation and Technical Assistance, aims to contribute to poverty reduction and to a fairer world with increased opportunities for all. Our main objective is to sustainably improve the quality, efficiency and effectiveness of education and training in developing countries. In 2017 VVOB Vietnam starts implementing a new 5-year programme in cooperation with Department of Education and Training of Quang Nam, Quang Ngai and Kon Tum provinces. The programme focuses on improving the quality of teaching and learning for all children in preschool in Quang Nam, Quang Ngai and Kon Tum province. The programme will support the targeted provinces with planning, implementing, monitoring and evaluating needs-based / school-based in-service teacher professional development. More specifically, it aims at improving the knowledge, skills and instruments of preschool teachers to mitigate children’s barriers to learning and participation (e.g. barriers related to gender, environment, culture, language etc.)
Position
VVOB Vietnam is currently looking for qualified candidates for following positions: 1 Accountant, 1 Programme Administrator, 1 Translator.
1. Accountant
Key Responsibilities
Ensure proper accounting according to VVOB - and donor rules and regulations
- Checking the bookkeeping of provincial partners monthly online and quarterly at partners’ institutes
- Classifying, scanning and uploading invoices and reconciling the cash book and bank
book of the programme office
- Entering data in Navision: budget (including revisions), revisions, invoices, bank payments & cash payments, new suppliers
- Monitoring quarterly the fund transfers to provinces
- Follow up on advances, internal transfers and open vendor balances
Supervise the compliance of financial guidelines and procedures and correcting implementation of procedures
- Liaising with the bank/ providers/ local tax department on related issues
- Controlling the quality and completeness of accounting documentation (costs of expenses, approval forms, justification documents...)
- Following up on balance bank and cash account
- Conducting payments (salaries, advances…)
- Following up on PIT, VAT refund and audit organization
- Developing and updating inventory asset list of the programme office and monitoring
inventory asset list of partners
- Developing, implementing and following up accounting templates/forms/ procedures
- Drafting and updating the local financial handbook
Develop the capacity of partners and VVOB staff in the field of accounting and accounting requirements
- Organizing meetings / training for team and partners to socialize the accounting rules and related accounting processes
- Training and supporting relevant staff in correct and timely use of Navision
- Preparing any expenditure report of funding disbursement forecast to the management
and local authorities
- Informing the Programme Manager and Deputy Programme Manager on the status of the accounting system, including critical issues, areas for improvement and compliance with generally accepted accounting principles and procedures, in line with overall VVOB policy and Vietnamese accounting regulations
Required Skills and Experience
Essential:
- Bachelor on accounting
- At least five years of relevant work experience in double bookkeeping
- Experience with advising and supporting others in accounting related issues
- Good written and spoken English
Desirable:
- Experience with working in a multicultural and multi-donor environment
- Experience in development sector or nonprofit sector
2. Programme Administrator
Key responsibilities:
Provide a quality administrative and logistic support to the programme:
- Preparing and follow up on office logistics such as stock management, maintenance of
equipment
- Preparing and follow up on activity logistics, such as arranging meeting venues, sending
invitation letters for activities, transport and accommodation arrangements
- Collecting the financial supporting documents of activities organized by the team to send to the Accountant for payments
- General office management (responding office phone, reception of visitors, compiling and updating address database, correspondence, administration filing system, office
insurance…)
Provide a quality personnel management support to the VVOB Vietnam office:
- Liaising with the local Social Insurance Agency for all related issues on social, health and unemployment insurance for team members
- Liaising with SCEDFA for local personnel issues
- Arranging administrative papers for visitors, expatriate staff (visa, work permit, temporary resident card, etc.) and office permit of operation
- Maintaining and updating the personnel files, crisis management
- Following up on staff special events
Required Skills and Experience
Essential:
- Diploma in secretarial studies or degree related to office administration
- At least three years of relevant work experience in a similar position
- Basic knowledge of accounting and procurement
- Experience in working with local authorities: Social Insurance, SCEDFA
- Good computer skills (word processing, excel, power point, Internet tools)
- Good written and spoken English
Desirable:
- Experience in development sector or nonprofit sector
- Experience with working in a multicultural and multi-donor environment
3. Translator.
Key responsibilities:
- Providing written translation from Vietnamese to English and vice versa of programme& communication materials, laws, regulations and manuals
- Providing oral translation for meetings, workshops, trainings, field visits and other events
- Assisting the technical assistance team with preparation/finalization of reports
- Drafting the minutes of meeting
- Ensuring orderly classification of books and other materials kept in the VVOB office library
- Perform other administrative duties as required
Required Skills and Experience
Essential:
- A bachelor degree in English language
- Fluent in spoken and written English and Vietnamese
- At least 3 years of experience in providing translation/interpretation
- Good computer skills (word processing, excel, power point, Internet tools)
Desirable:
- Experience with working in NGO’s education projects
- Experience with working in a multicultural and multi-donor environment
Starting date and working location:
Start date is January 2017 in VVOB’s office in Da Nang with regular travel to Quang Nam, Quang Ngai, Kon Tum.
