Position: Activity Manager, Vietnam Coastal Spatial Planning and Mangroves Governance in Red River Delta

 

 

Location:

Hanoi, Vietnam (with regular travel to Haiphong)

1. BACKGROUND

          Vietnam Forests and Deltas (VFD) is a five-year program funded by USAID, implemented by Winrock International in partnership with MARD, provincial governments and other partners including the Netherlands Development Organization, American Red Cross, Viet Nam Red Cross and Center for Sustainable Rural Development. Began in late 2012, VFD helps put into practice the national policies and strategies on response to climate change and low emissions development with a focus on reducing emissions from forestry and agriculture sectors and strengthening climate-smart livelihoods and settlements, particularly in rural areas. Addressing long-term climate change risks and gender vulnerabilities in both forest and delta landscapes are key program objectives.

 

2. POSITION DESCRIPTION

      VFD is seeking a full-time Activity Manager for Coastal Spatial Planning and Mangroves Governance in Red River Delta. This activity will be supporting the development of a participatory coastal spatial planning process as well as mangroves co-management approach as part of moving the new coastal forests Decree 119 into practice. The aim of the activity is to strengthen the governance institutions and capacity of multiple stakeholders in order to secure the long-term goal of sustaining coastal mangrove forests in the context of climate change. The work will focus on three coastal communes in Tien Lang district of Haiphong municipality.

         Under the supervision of VFD’s Chief of Party, effectively design, coordinate, monitor and report on the implementation of the activity. The Activity Manager will be responsible for design and implementation of the activity, coordinating with local partners and main stakeholders, as well as working on contributions for implementation of the coastal forests decree 119. The work involves significant collaboration with the Ministry of Agriculture and Rural Development (MARD), other government departments and commune leadership.

          There are two primary components to the Coastal Spatial Planning and Mangroves Governance in Red River Delta activity: a) to raise awareness of the main purpose and approaches promoted by the newly approved coastal forests decree 119; and b) to implement a pilot in Tien Lang’s coastal communes that sets out key steps needed for effective participatory coastal spatial planning and mangrove co-management. The activity will be working with a local partner in Tien Lang, and require regular travel to Haiphong’s coastal communes.

The Activity Manager will be responsible for supervising all staff members of the core team.

 

3. SPECIFIC RESPONSIBILITIES

  • To develop a detailed implementation plan for the two components, working in collaboration with local partners as well as technical assistance from VFD and consultants.
  • Supervise and coordinate the production of activity outputs to the required standard of quality and within the specified constraints of time and cost as outlined in the project document.
  • Coordinate and provide input to all activities in Hanoi and Haiphong in accordance with procedures for nationally implemented activities under the VFD program.
  • Liaise regularly with central and provincial authorities by identifying and responding to specific requests for information, technical assistance and policy input.
  • Work with Participatory Mapping and GIS Specialist on designing and implementing the participatory coastal spatial planning work involving resource assessment, scenario building, and selection of planning scenario.
  • Work with local partners to identify an effective mangrove co-management approach that can be implemented.
  • Provide training, capacity building, and logistical support to local partners.
  • Pro-actively encouraging and supporting broad-based awareness of gender and social inclusiveness.
  • Oversee and ensure timely submission of the Inception Report, Project Implementation Plan, collation of Monitoring and Evaluation data, quarterly reports, financial reports, and other reports as may be required by USAID.
  • Disseminate reports and respond to queries from stakeholders.
  • Oversee the exchange and sharing of experiences and lessons learned with key policymakers, government officials, donor agencies, and non-governmental organizations.

 

4. SUPERVISOR:

The Activity Manager works under direct supervision of the VFD Chief of Party but will also work closely with local government partners in Haiphong.

 

5. REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Master’s degree or equivalent in coastal resources management, natural resources management, environmental management, or related field is required.
  • A university degree in Forestry, Natural Resources Management or Environmental Management; a post-graduate degree is preferred.
  • At least 10 years of experience in natural resource planning and management, particularly focused on mangroves and/or coastal zone management
  • Prior experience in a senior management role and ability to effectively coordinate a multi-stakeholder project.
  • Working experience with the relevant stakeholder institutions and government agencies.
  • Ability to administer budgets, lead a team, train and work effectively with counterpart staff at

all levels, and interact effectively with all stakeholders.

  • Effective interpersonal and negotiation skills, proven through successful interactions with all levels of stakeholder groups, including senior government officials, organizations, and local people/communities.
  • Good team player, results oriented personality, and ability to meet deadlines.
  • Excellent documentation and presentation skills, good written and verbal communication skills in English.
  • Full computer literacy (MS Word, Excel, Power Point).
