Position: Participatory Mapping and GIS Specialist: Vietnam Coastal Spatial Planning and Mangroves Governance in Red River Delta

 

 

Location:

Hanoi, Vietnam (with regular travel to Haiphong)

1. BACKGROUND

          Vietnam Forests and Deltas (VFD) is a five-year program funded by USAID, implemented by Winrock International in partnership with MARD, provincial governments and other partners including the Netherlands Development Organization, American Red Cross, Viet Nam Red Cross and Center for Sustainable Rural Development. Began in late 2012, VFD helps put into practice the national policies and strategies on response to climate change and low emissions development with a focus on reducing emissions from forestry and agriculture sectors and strengthening climate-smart livelihoods and settlements, particularly in rural areas. Addressing long-term climate change risks and gender vulnerabilities in both forest and delta landscapes are key program objectives.

 

2. POSITION DESCRIPTION

          VFD is seeking a full-time Participatory Mapping and GIS Specialist for Coastal Spatial Planning and Mangroves Governance in Red River Delta.  This activity will be supporting the development of a participatory coastal spatial planning process as well as mangroves co-management approach as part of moving the new coastal forests decree 119 into practice. The aim of the activity is strengthen the governance institutions and capacity of multiple stakeholders in order to secure the long-term goal of sustaining coastal mangrove forests in the context of climate change. The work will focus on three coastal communes in Tien Lang district of Haiphong municipality.

        The Participatory Mapping and GIS Specialist will work with the local stakeholders in Tien Lang to engage in coastal spatial planning and mapping activities. The Specialist will provide technical support on the identification of appropriate hardware/software, design of participatory process for coastal spatial mapping and future scenario building, development of training materials and training on participatory mapping, creation and maintenance of database, spatial analysis, support institutionalization of database within government, identification of success stories, as well as supporting collaborative learning among stakeholders. Experience with coastal spatial planning will be preferential.

         The Participatory Mapping and GIS Specialist will form part of the core team and work under the immediate supervision and guidance of the Activity Manager. While field activities will be mostly undertaken in Haiphong municipality, this position will be located within the VFD office in Hanoi.

 

3. SPECIFIC RESPONSIBILITIES

  • Provide participatory mapping, GIS, spatial analysis, and spatial database management support to the activity.
  • Collect, compile, and manage spatial data (on resource use, tenure arrangements, and forest monitoring) through a range of sources including participatory approaches for coastal spatial planning and mangroves management.
  • Support local Tien Lang partner organization members with primary data capture using GPS units and mobile mapping applications at pilot sites.  This will involve physically walking community boundaries and engaging with community members to understand their existing land use management patterns.
  • Perform GIS data quality control, including reviewing data for completeness and accuracy; identifying and correcting errors or omissions in the data.
  • Create maps and geo database, using GIS software and related equipment.
  • Determine how best the information can be visualized using GIS for a broad range of stakeholders from government and commune officials, villagers and non-governmental organizations.
  • Conduct research to locate and obtain data from a variety of sources including censuses, field observation, satellite imagery, aerial photographs, and existing maps.
  • Analyze spatial data and maps to incorporate into documents and reports.
  • Design and update database, applying additional knowledge of spatial feature representations.
  • Prepare the coastal resource use and forest cover maps for Tien Lang coastline.
  • Communicate spatial analysis results and outcome in a variety of traditional and emerging media, including interactive online maps, info graphics, dynamic charts, written narratives, and other creative media, as per the requirement.
  • Work closely with a range of ministries and departments involved in agriculture, natural resources management, and planning such as MARD/DARD and MONRE/DONRE.
  • Represent the team at meetings, functions, events; give presentations when required.
  • Contribute actively in strategic planning of program, activities, monitoring and evaluation. Assist Activity Manager in drafting monthly, quarterly, and annual reports, budgeting, and work-plans related to Tien Lang district activities.
  • Coordinate with short-term technical consultants.
  • Assist and/or conduct activities and tasks, as and when assigned.

 

4. SUPERVISOR:

The Participatory Mapping and GIS Specialist works under direct supervision of the Activity Manager.

 

5. REQUIRED QUALIFICATIONS AND EXPERIENCE

  • At least 5 years of experience with participatory mapping and GIS application for coastal management monitoring and data analysis. 
  • University degree in Geospatial science/Remote sensing/GIS/Geo informatics.
  • Knowledge of mapping and GIS for natural resource management would be an advantage.
  • Demonstrate experience with geospatial data management and the application of naming and metadata standards
  • Possess an understanding of field data collection using handheld GPS and/or mobile mapping applications.
  • Awareness and analytical capacity with remotely sensed imagery.
  • Experience of managing coastal or landscape projects in the field of natural resource management would be an advantage.
  • Demonstrated success in training and education of a diverse group of stakeholders.
  • Ability to quickly adjust to changing priorities and deadlines.
  • Demonstrated ability to communicate clearly and concisely in Vietnamese and English, orally and in writing.
  • Willingness to travel in country to coastal field sites
