POSITION: Public Health Specialist (Addiction)

WORK HOURS: Full-time, 40 hours/week

SALARY: Ordinarily Resident (OR):  FSN-10; US$19,808(Starting Salary)

 

The U.S. Mission in Hanoi, Vietnam is seeking eligible and qualified applicant for the position of Public Health Specialist (Addiction) in its office for Substance Abuse and Mental Health Services Administration (SAMHSA).

 

BASIC FUNCTION OF POSITION 

Incumbent of this position will receive direct supervision of the SAMHSA Regional Substance Abuse Treatment Attaché, he/she will serve as the Public Health Specialist for Addictions within the South East Asia (SEA) Region implemented by the SAMHSA in Vietnam.  Reporting to the Regional Substance Abuse Treatment Attaché, the incumbent will be responsible for developing, organizing, implementing, coordinating, and supervising activities supported by SAMHSA-SEA Region in collaboration with Regional Offices of U.S. Agency for International Development (USAID) and Centers for Disease Control and Prevention (CDC) along with Host Country Counterparts in SEA, Non-governmental organizations and/or universities. The incumbent will provide technical assistance, oversight, and management to projects and partners to accomplish these functions.

 

QUALIFICATIONS REQUIRED

Applicants must address each required qualification listed below with specific information supporting each item.  Failure to do so may result in a determination that the applicant is not qualified.

1. EDUCATION: Master’s degree in one of the following disciplines: Public health, Health policy, Health management, Epidemiology, Behavioral Sciences, Public administration is required.

2. EXPERIENCE: At least three years of experience with governmental and/or non-governmental institutions in implementation and management of complex public health interventions with work experience in health development (chronic and/or infectious diseases) is required.

3. LANGUAGE:  Level 4 (Fluent) Speaking/Reading/Writing English is required (this will be tested).    

                             Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required. 

4. SKILLS AND ABILITIES: 

Must have strong leadership skills. Ability to work creatively and constructively with government health officials to develop feasible substance use disorders interventions suitable to local conditions and guide their implementation, effectively responding to challenges and barriers as they arises. Demonstrated grasp of skills and methods for program management, monitoring and evaluation of activities of similar scope and complexity. Possess sensitivity and maturity to deal appropriately with HIV and Addiction issues; demonstrated ability to work closely and effectively with persons at all levels of the public health system. Able to prepare oral and written reports in English for senior-level international scientific audiences.

5. JOB KNOWLEDGE: 

Must have broad perspective and thorough knowledge of the principles of public health programs and practice, including evidence based substance use disorders best practices and procedures. Familiarity with HIV/AIDS and drug use situation and programs in the region, plus current international standards best practices.  Knowledge about the health systems within the region, including the administration and organization of personnel, resources, structures, and services from Ministry of Health through provincial health departments to the district levels and below are required.
