General introduction

     The Service Department for Diplomatic Corps (SDDC) is a public service delivery agency under the Ministry of Foreign Affairs (MOFA). The Service Department for Diplomatic Corps is responsible, among other things, for assisting the state management in foreign affairs and ensuring security and safety in the fields of supplying and managing Vietnamese labour force, properties used for chanceries and residences, transportation services, sport and entertainment centers for: (i) foreign diplomatic missions, consular offices, representative offices of international organisations of the UN system, inter-governmental organisations (hereinafter referred to as Diplomatic Corps); (ii) foreign governmental organisations, representative offices of press, media and broadcasting agencies, representative and project offices of international non-governmental organisations (hereinafter referred to as Foreign Offices); (iii) foreigners working for above missions, organisations and others.

    Currently, with around 500 public officials and employees working in various areas like architects, engineers, translators, interpreters and skillful workers etc…, the Service Department for Diplomatic Corps is carrying out the following tasks:

  • Managing more than 4.617 local employees, including program assistants, secretaries, interpreters, drivers, housekeepers, cleaners, etc… working for 78 embassies, 106 non-governmental organisations and 15 UN organisations, 19 foreign media agencies.
  • Managing 121 colonial-styled villas located at the most beautiful streets of Ha Noi capital and 440 apartments in Van Phuc Diplomatic Compound at No. 298 Kim Ma Street, Ha Noi and in Trung Tu – Kim Lien Diplomatic Compound at No. 6 Dang Van Ngu Street, Ha Noi, which are used for chanceries and residences of diplomatic missions and others. The SDDC continues to invest in its infrastructure development with two major projects, one is the office building at 63 – 71 Lang Ha Street with 12 offices (400 m2/office) and the other is the Van Phuc Villa Compound IV with 17 villas (1,000 m2/villa) which are reserved for embassies and ambassador’s residences.
  • Providing entertainment services and facilities such as modern sport center which comprises of tennis courts, football and basketball grounds, four-season swimming pool… in order to meet the need of sports and entertainment from diplomatic missions.
  • Meeting the utmost requirements of safety and security for diplomatic missions.

     Established on June 10th, 1964, throughout more than 60 years of development, the Service Department for Diplomatic Corps has made great efforts to provide high-standard services and ensure security for diplomatic missions in Hanoi, which has partly contributed to the achievements of  the Ministry of Foreign Affairs in particular and Vietnam’s international relations in general. It is a great honour for the Service Department for Diplomatic Corps to be awarded the Second-class Labour Medal (2004) and First-class Labour Medal (2014 and 2024) by the State of Viet Nam for the contributions of its generations of leaders as well as officials and employees of the SDDC.

    The Service Department for Diplomatic Corps has the legal eligibility, its own seal and the right to open accounts at commercial banks and the State Treasury in accordance with regulations by law.

    The Service Department for Diplomatic Corps manages and leases 115 villas in Hanoi, mainly located in national administrative area and a number of apartments in Van Phuc Diplomatic Compound at No. 298 Kim Ma Street, Ha Noi and Trung Tu – Kim Lien Diplomatic Compound at No. 6 Dang Van Ngu Street, Ha Noi to perform the task on politics and foreign affairs and meet the requirements of safety and security for diplomatic corps and foreign offices.
